자동화, 디지털화, 플랫폼으로 인해 경제체제와 노동의 세계는 급변하고 있습니다. 한국에서는 특히 자동차산업과 플랫폼 경제의 급격한 전환이 진행되면서 기업과 노동자 모두에게 새로운 과제가 등장하고 있습니다. 예를 들어, 자동차산업은 3중의 변화를 마주하고 있습니다. 바로 전기차로의 전환, 생산의 디지털화, 소프트웨어 기반 사업모델의 중요성 증가입니다. 급속도로 발전하는 플랫폼경제는 노동의 비공식화를 촉진하고 있습니다. ‘자영업 노동자’, 프리랜서, 계약직 노동자들은 사회보장이 부족하고 질 나쁜 노동조건 하에서 일하는 경우가 많습니다. 코로나 사태로 인해 이러한 문제는 사회적 이슈가 되었습니다.
프리드리히 에버트 재단 한국사무소는 연구소, 시민사회단체, 노동조합과 협력하여 자동화, 디지털화, 플랫폼화가 노동시장과 노사관계에 미치는 영향을 분석합니다. 우리는 이러한 분석을 바탕으로 ‘사회적으로 정의로운 디지털 전환’의 개념을 개발하고자 합니다. 이러한 개념에는 일자리 보장, 사회보장, 플랫폼경제 규제, 디지털 전환에 대처하기 위한 노동자 교육 등의 정책방안이 포함됩니다. 또한 우리는 독일의 정치재단으로서 한국과 독일 및 유럽연합 사이의 대화와 교류를 활성화해 노동의 미래를 설계하기 위한 아이디어를 함께 개발합니다.
